THE ADVOCATES ACT
(Cap. 16)

IN EXERCISE of the powers conferred by section 81 (1) (ee) of the Advocates Act, the Council of the Law Society of Kenya, with the approval of the Chief Justice, makes the following Rules:-

THE ADVOCATES (SENIOR COUNSEL CONFERMENT AND PRIVILEGES) (AMENDMENT) RULES, 2014

1. These Rules may be cited as the Advocates (Senior Counsel Conferment and Privileges) (Amendment) Rules, 2014.

2. The heading of Part IV of the Advocates (Senior Counsel Conferment and Privileges) Rules, 2011 (in these Rules referred to as "the principal Rules") is amended by deleting the words “DUTIES AND".

3. The principal Rules are amended by deleting Rule 19 and substituting therefor the following new rule-

19. A person upon whom the rank of Senior Counsel is conferred shall enjoy the following privileges:

(a) precedence in having his matters mentioned when appearing in Court or in a Tribunal.

(b) when appearing robed in Court or in a Tribunal of wearing the gown and court sleeved waistcoat as worn by a judge of the Court of Appeal.

(c) the exclusive right to sit within the Bar in all Courts in which there is a Bar separating the area for Senior Counsel from the general area of the Court. In all other courts to sit on the front bench.

(d) such other privileges as the Council may consider appropriate.

IN EXERCISE of the powers conferred by section 59 of the Citizenship and Immigration Act, 2011, the Cabinet Secretary for the Interior and Co-ordination of National Government makes the following Regulations: —

THE CITIZENSHIP AND IMMIGRATION (AMENDMENT) REGULATIONS, 2014

1. These Regulations may be cited as the Citizenship and Immigration (Amendment) Regulations, 2014.

2. Regulation 17(1) of the Citizenship and Immigration Regulations, 2012, in these Regulations referred to as "the principal Regulations" is amended by deleting paragraphs (b) and (c).

3. Regulation 18 of the principal Regulations is amended by inserting a new paragraph (e)—

"(e) East Africa Single Tourist Visa, for single entry to persons whose nationalities require visas to enter Kenya for tourism and for onward transit into the Republic of Rwanda or the Republic of Uganda."

4. The principal Regulations are amended in the Fifth Schedule by deleting the expression "Taiwan" from Category (2) (a).

5. The principal Regulations are amended in the Ninth Schedule by inserting a new sub-paragraph (v) in paragraph (c)—

"(v) East Africa Single Tourist Visa US$ 100.

IN EXERCISE of the powers conferred by section 20 (a) of the Hide, Skin and Leather Trade Act, the Cabinet Secretary for Agriculture, Livestock and Fisheries makes the following Rules: —

THE HIDE, SKIN AND LEATHER TRADE (CESS) RULES, 2014

1. These Rules may be cited as the Hide, Skin and Leather Trade (Cess) Rules, 2014.

2. The cess imposed by the Hide, Skin and Leather Trade (Cess) Rules 2014 shall be at the following percentage rates of the free on board (f.o.b.) values:

Suspension dried hides, wet—salted hides, raw cattle hides, calfskins, sheepskins, wool sheepskins and goat skins

two (2%) per cent.

Hides and skins processed to wet—blue (chrome tanned) state

one (1%) per cent.

Hides and skins processed to pickle form

two (2%) per cent.

Hides and skins processed to vegetable crust form

one (1%) per cent.

Hides and skins processed to chrome crust or any other mineral

one (1%) percent.

Hides and skins processed to finished leather.

(0.5%) percent

IN EXERCISE of the powers conferred by section 4l of the Income Tax Act, the Cabinet Secretary for Finance declares that the arrangements specified in the Schedule hereto, being arrangements made between the Governments of the Republics of Kenya, Burundi, Rwanda, Uganda and the United Republic of Tanzania in the articles of an agreement signed on the 30th November, 2010, with a view of affording relief from double taxation in relation to income tax and any rates of similar character imposed by the laws of Kenya, shall, notwithstanding anything to the contrary in the Act or any other written law, have effect in relation to income tax under the Act.

The Governments of the Republics of Kenya, Burundi, Rwanda, Uganda and the United Republic of Tanzania desiring to conclude an agreement for the avoidance of double taxation and the prevention of fiscal evasion with respect to taxes on income.
