ESTABLISHMENT OF THE RECRUITMENT COMMITTEE FOR THE
RECRUITMENT OF THE INTER-GOVERNMENTAL RELATIONS
TECHNICAL COMMITTEE

IT IS notified for the general public that the Cabinet Secretary for Devolution and Planning has established a Recruitment Committee to be known as the Recruitment Committee of the Inter-Governmental Relations Technical Committee.

The Inter-governmental Relations Technical Committee, is established by section 11 of the Inter-Governmental Relations Act, 2012.
1. The Committee shall comprise of the following — Carol Kariuki (Ms.), Kenya Private Sector Alliance—
(Chairperson).
Governor James Ongwae, Governor, Kisii County—(Vice- Chairperson).

Members:
Representatives from the National Government:
John Konchella, the Principal Secretary, Devolution, Ministry of Devolution and Planning;
Juster Nkoroi, the Principal Administrative Secretary, Public Service Management, Ministry of Devolution and Planning, Erastus Wamugo, Senior Advisor, Ministry of Devolution, Ministry of Devolution and Planning,

Representatives from the Council of County Governors:
William Kabogo, Governor, Kiambu County.
Ahmed Abdulahi, Governor, Wajir County.

2. The terms of Reference of the Committee are to:
(a) Develop the Terms of Reference for the Specific Offices established in the Inter-Governmental Relations Technical Committee.
(b) Develop the criteria for recruitment of the specific positions.
(c) Oversee the advertisement for the positions of the Inter- Governmental Relations Technical Committee.
(d) Receive, evaluate, and generate a short-list of the applications
(e) Interview the shortlisted candidates.
(f) Undertake a due diligence on the selected candidates.
(g) Submit a final report with the recommended candidates for recruitment to the Summit.

3. Reporting
In the performance of its functions, the Committee shall be responsible to the Cabinet Secretary responsible for Intergovernmental Relations and the Chairperson of the Council of Governors.

4. Meetings
The committee shall —
(a) hold such number of meetings in such places and at such times as the Committee may consider necessary for the proper discharge of its functions; and
(b) regulate its own procedures.

5. Terms of office
The Committee shall remain in office for a period of 90 days from the day of their appointment or for such a period as the Cabinet Secretary may deem necessary.

FOR THE PROPOSED LOWER NZOIA IRRIGATION
DEVELOPMENT PROJECT (PHASE II) IN SIAYA AND BUSIA
COUNTIES
INVITATION OF PUBLIC COMMENTS

PURSUANT to regulation 21 of the Environmental Management and Co-ordination (Impact Assessment and Audit) Regulations, 2003, the National Environment Management Authority (NEMA) has received an Environmental Impact Assessment Study Report for the above proposed project.

The proponent (National Irrigation Board) has proposed to develop an irrigation project in the Lower Nzoia Basin which has been identified as having the potential to provide food security for the communities in the basin and beyond through irrigation water tapped from Nzoia River.

In Siaya County, the Lower Nzoia Irrigation Development Project (LNIDP) – Phase II covers the northern side of River Nzoia basin from Nzoia Bridge on Ugunja-Ukwala Road to Ruambwa and in Busia County it covers the area from Rumbwa to Nahasiongo River/Stream.

The Lower Nzoia Irrigation Project Phase II is set to cover approximately 3,796 Ha of land in Siaya and Busia counties. The main beneficiaries of the project will be farmers in Bunyala East and Bundalangi North subwards of Bunyala Sub-County; and West Ugenya, Ukwala and North-West Ugenya subwards of Ugenya Sub - County.

PURSUANT to regulation 21 of the Environmental Management and Co-ordination (Impact Assessment and Audit) Regulations, 2003, the National Environment Management Authority (NEMA) has received an Environmental Impact Assessment Study Report for the above proposed project.

The Proponent (Greatmount Lpg Limited) is proposing to construct a fuel depot and gas to be located in a 1.518hactare piece of Land, L. R. Nos. Naromoru/Naromoru Block 2/Aguthi/1394, Naromoru/Naromoru Block 2/Aguthi/1395, Naromoru/Naromoru Block 2/Aguthi/1396 and Naromoru/Naromoru Block 2/Aguthi/1741 in Nyeri County.

The proposed project will entail construction of two horizontal LPG storage tanks each having a storage capacity of 60tons, commercial building, parking areas for visitors, officers, oil trucks and LPG trucks, cylinder storage area, cylinder filling area, a 100m water storage tank and fire fighting installations

PURSUANT to regulation 21 of the Environmental Management and Co-ordination (Impact Assessment and Audit) Regulations, 2003, the National Environment Management Authority (NEMA) has received an Environmental Impact Assessment Study Report for the above proposed project.

The Proponent (Reuben Mutuku Munguti and Agnes Ndunge Reuben Mutuku) proposes to set up a petrol station on Land Registration Ndalani/Ndalani Blocks 1/1705 off Garrisa road in Machakos County.

The petrol filling station shall two categories of facilities i.e., the Petrol station services and shops. The shops area would have ground and upper floor. The Petrol service station shall include: 3underground tanks, tyre centre, air pump area, car wash, generator room, service bay and three dispensing pumps with an overhead canopy. The shops area shall include a shop, 2stores, the manager’s office, two toilets (gents and ladies, septic tank, kitchen/fast food. There is also a verandah, acceleration and deceleration lane, and pavements for easy circulation within the facility.
