TRANSPORT AND URBAN DECONGESTION COMMITTEE
APPOINTMENT
PURSUANT to express and implied powers conferred by Article 1, 10, 174, 175, 176, 183 of the Constitution as read with section 5 & 6 of the County Governments Act of 2012, the Governor of Nairobi City County has constituted the Transport and Urban Decongestion Committee to help decongest Nairobi and review all the existing termini with a view to create a vibrant, safe, secure and reliable transport system in Nairobi.
The terms of reference for the committee include but are not limited to collecting stakeholder views and the following:
(a) Formulate policy on;(ii) Changing the attitude and behavior of drivers, touts, passenger and pedestrians.(b) Formulate and develop a Transport Policy for Nairobi City County;
(iii) Pedestrian crossing that will seek to encourage pedestrians to use both foot bridges and Zebra crossing;
(c) Prepare a quick wins programme of minor improvements to improve traffic flow based on the current and future traffic and identifying key priority intervention measures;
(d) Collaborate with the University of Nairobi and JKUAT through Prof. Waiganjo to share knowledge and data from the institution on the issue;
(e) Explore the existing stages and realign them by designating or re-designating them to the right place;
(f) Carry out route by route verification and validation of the illegal stages and or recommend the way forward;
(g) Determine current traffic conditions and needs over the extent of the project area;
(h) Develop recommendations that will address current and projected traffic congestion, access delays, and NMT infrastructure;
(i) Engage and collaborate with civic groups and resident Associations to appreciate the challenges facing the transport sector from the community’s perspective;
(j) Explore the viability of BRTs, MRTS & NMT;
(k) Explore the operationalization of the Urban Mobility Study for Nairobi carried out by MoT McDonald a consultant from the European Union; and
(l) Harmonization of stages and parking lots.

The Committee shall commence work immediately and shall collect and receive views from the relevant stakeholders in all the seventeen constituencies and also seek expertise from specialist agencies or individuals.
They will then be required to prepare an interim report for presentation to my office within the next sixty days and a final report in 90 days.
The County Secretary shall accord the committee all the administrative and financial support to execute their mandate and they shall be entitled to an allowance.
Finally the committee shall regulate its own procedure.
Stakeholders are urged to co-operate and give their views to this committee.

PURSUANT to notice of motion dated Thursday 21st November, 2013, it is notified for the information of the Members of the County Assembly of Machakos and the general public that the County Assembly of Machakos shall relocate from County Hall, from Saturday 1st February, 2014, to Mavoko Sub-County Town Hall Chambers for a period of three months to pave way for renovation of the Machakos County Assembly Chambers after which the County Assembly shall resume its sittings at the Machakos County Hall from Friday 2nd May, 2014.
During the said period the Assembly business shall be transacted at Mavoko Town Hall Chambers.

The Proponent (Sintmond Group Limited) is proposing collect, recycle, and dispose incandescent and energy saving bulbs. A lamp crusher and separation equipment will be installed in a building at Embakasi off Mombasa road, Nairobi County for this process.

PURSUANT to regulation 21 of the Environmental Management and Co-ordination (Impact Assessment and Audit) Regulations, 2003, the National Environment Management Authority (NEMA) has received an Environmental Impact Assessment Study Report for the above proposed project.
The Proponent (Range Construction Company Limited) proposes to set up an oil petrol station cum waste oil / sludge recycling facility in Pangani Area on a parcel of land L.R No. 209/1622 located along Murang‘a road in Nairobi County. The oil petrol station section shall consist of a 6m high canopy, 4 pumps (3 for PMS and 1 for AGO) and a cash desk while the waste oil / sludge recycling facility shall consist of one waste oil distillation equipment, 3 horizontal waste oil underground storage tanks of a depth of 12.5m and capacity of 20,000L each (for PMS, AGO and DPK), 3 underground storage tanks for the recycled oil (PMS, AGO and DPK), loading pumps for the already recycled fuel and loading area for evacuation tankers/trucks.

The Proponent (Dang’ai Herbal Limited) is proposing to construct a light industry for opaque beer brewing. The plant will consist of a production hall (brewing area, cold storage, laboratory, technical room, store and records room, offices, board room, loading and offloading area, washrooms, septic tank and its soak pit, gate house and a parking bay. A perimeter stone wall will be erected around the plant in addition to waste water system for treatment, purification and recycling of waste water.

PURSUANT to regulation 21 of the Environmental Management and Co-ordination (Impact Assessment and Audit) Regulations, 2003, the National Environment Management Authority (NEMA) has received an Environmental Impact Assessment Study Report for the above proposed project.
The Proponent (Green Energy Limited) is proposing to construct an LPG storage and bottling facility consisting of the following: a boundary wall of at least 3m high, two (2) aboveground 60 Metric Ton tanks and all associated Civil Works, an LPG cylinder filling and storage warehouse, paving of all driveways within the facility, installation of one 80-tonne platform weighbridge for weighing bulk LPG trucks/trailers, construction of the office and ablution blocks, a Genset house, installation of fire fighting System for the entire plant, construction of a fire water storage tank, installation of borehole, LPG tanks containment, appropriate drainage channels and lines, access road.
